Administrative Monetary Penalties System
The Administrative Monetary Penalties (AMP) system is a modern approach to enforcing minor by-law infractions in a fair, effective, and efficient way.
Instead of sending every dispute to court, AMPS allows municipalities to handle cases locally through Screening and Hearings Officers. This reduces court congestion and provides residents with a more accessible, streamlined process.
The AMP system continues to be phased in across municipal by-law enforcement.
How to Dispute a Penalty Notice
Residents who receive a Penalty Notice have two options:
Pay the penalty
Request a review
First, with a Screening Officer
If not satisfied, escalate to an external Hearing Officer (final decision, no further appeal)
⚠️ Any unpaid penalties and fees may be added to your property tax roll and collected with municipal taxes. Parking Penalties left unpaid can result in your plates being submitted to the Defaulted Fines Control Center to have your Ontario vehicle permit denied.
